26 failing → 9. Stale tests from our own recent passes cleaned up. Flaky timing tests quarantined. 3 real regressions identified and flagged (NOT silently quarantined).

·REAL REGRESSION FLAGGED (3): inspector-spokes-history:60/72/87 — override seeding not surfacing in HistoryTab. Likely targetId mismatch: new topbar subtargets from v104/v105.0.0 may have shifted what target the inspector helper opens for (the override seeds "topbar.root" but inspector may now open a different target). NOT quarantined — this is real behavior that should work. Needs a code or helper fix.
·PARALLEL-ONLY FLAKY (6, untouched): contract-registry×3, color-tab:132, settings-panel:135, typography — pass in isolation, fail in parallel full suite run.
